This design flaw in ChatGPT-5's default epistemic mode subverts what the much touted ChatGPT-5 can do... so long as the flaw is not tickled, any usage should be fine---The epistemological question is: how would anyone in the public, includes you reading this (since no one is all knowing), in an unfamiliar domain know whether or not the flaw has been tickled when seeking information or understanding of a domain without prior knowledge of that domain???!

This analysis is a pretty unique and significant contribution to the space of empirical evaluation of LLMs that exist in AI public world... at least thus far, as far as I am aware! For what it's worth--as if anyone in the ChatGPT universe cares as they pile up on using the "PhD level scholar in your pocket".

According to GPT-5, and according to my tests, this flaw exists in all LLMs... What is revealing is the deduction GPT-5 made: Why ?design choice? starts looking like ?deliberate flaw?.

People are paying $200 a month to not just ChatGPT, but all major LLMs have similar Pro pricing! I bet they, like the normal user of free ChatGPT, stay in LLM's default mode where the flaw manifests itself. As it did in this evaluation.

OECD report on Health is published

Up to and Including 2005....


This morning the DOHC [Department of Health and Children] press released on the OECD
report on Healthcare. The report is set in a time period that ends at 2005. The DOHC decided
not to add the link onto their website so I am publishing it here.

Apparently we are doing quite well on Health, a bit of critical underspend and the necessity for
the department to juggle the figures. Of course the 2007 Breast Cancer Crisis is not mentioned
on this file,but directly under the link there can be found the statement by Ms Harney on
the issue (dated last week- the scandal broke on the 4th of September).

the report begins:-

'Health spending accounted for 7.5% GDP in Ireland in 2005, 1.5% points lower than the
average for OECD countries'

The DOHC report is entitled:-

"Authoritative OECD Health at a Glance 2007 Report Published"- which has title paragraphs
and headings- the Report is actually up to and including 2005 and not up to and including
2007.

Particular interest would be 'Health Resources and Utilisation'- which lauds departmental
spending and 'Quality of Care'- which skims the Breast Cancer care and treatment sector.
[These are sections three and four respectively- I am assuming that there will be press
releases and media junkets on the report which stopped investigating the OECD
health spending two years ago]

It details that Ireland's Breast cancer survival rate had improved to 2005 over a relative
five year period to 79.3%.

The image of a breast feeding child is related to the HSE's Plans to cut maternity services
making it significantly more difficult for women to choose the breast-feeding option without
the dedicated support of midwifery and maternity staff. Funding cuts and a plan to release
women within 24 hours of giving birth will reduce supports in Choice of maternity care
to all but the most wealthy.

Excuse the vagueness.. I declare that this merely a passing comment , if you seek hard facts look it up.

Dr. Crown of St. Vincents was found to have revieved payment from an international drug company ,a few years ago, to favour the use of their chemotherapeutic agents. If stressed , this may have tarnished his image, and by extension RTE's if there were some spat after the show.

Of course it wouldn't suprise me if the Minister squeezed RTE to remove him from the panel. They are resourseful these politicians....

Skimming the issue of the Maternity hospital 'Plan'- Professor Drumm seeks to release women and
small babies from the wards after 24 hours, presuming of course that the women have used
epidurals or natural birth. Currently , the epidural is preffered by many and involves a spinal
injection which dulls the pain until the moment of birth- this means the process of labour
does not build up naturally- ye go in on a stretcher, ye come out on a stretcher. There's drugs
in the infant's system, theres drugs in the mum's system. [there are after effects too].
Midwives are effective in that they are trained to help with the bonding process, a cut in
hospital stays and birth choices means:-
More companies giving new mums baby milk in small bottles with fresh teats every four hours.
reduced breast feeding- reduced demand feeding.
increased drug company sponsorship + mechanisation of labours.

As to the OECD report:- It was published in the last 24 hours and was on the DOHC website

When the Midland's debacle which involves 5,000 women broke on the fourth of September
there was no response from Ms Harney's dept until the situation became critical in the
first week of November= 2 months silence.

The OECD report stops at 2005, but does mention a 1.5% critical underspend GDP
and it gets headline DOHC (without an attached link to the full report which indeed criticises
the State Healthcare policy, this is rationalised in paragraphs 3+4 by DOHC, with
absolutely no link provided and a headline on the top of the page which dates it 2007)
Now that is spin or as the experts say:-
"Accenting the positive"

at 18.27 the I.T is reporting the issue on the OECD report 2007- two things:-

1. The Report is dated 2007 on the http://www.dohc.ie website but in fact the report is up to
and including 2005 alone , which creates a problem for the HSE- they are responding to
a survey that does not include the 2007 figures (Nor Barringtons, nor Portlaoise).
2. The DOHC released it this Am, highlighting the positive, whilst negating in paragraph
3 the issues on the critical underspend on Healthcare.

This report does not include the breast cancer treatment issue.[2007]
This report does not include the HSE attempt to cut funding to maternity Services in this
country.

Firstly, the proper measure for Ireland is GNP rather than GDP due to the huge size of the international trading sector for Ireland and therefore this comparison is rather meaningless. Secondly, an OECD comparison may well include the US, Turkey, Japan and former Yugoslavian republics that are not good comparators for Ireland. Thirdly it is not clear if theses figures are for public expenditure or public and private or combined which would be relevant. Finally these are 2005 macro data – so it is not surprising that they would not include midlands breast check data for 2007 that would be unlikely to be statistically significant in any event.

it's GDP cos I lifted it off the OECD report,[ being gifted with an anti-bullshit detector, especially
when the word 'spin' is mentioned]

So in case its not clear:-

HSE and Dept of Health are using figures released in the last 24 hours in a report that goes
up to and includes 2005 to justify their appalling record on Health.

In case it is not clear the DOHC had set up the OECD report with a date of 2007- you have to read the
fine print to get that its not about statistics but about how information is utilised to delineate
and justify poor planning.

I never once mentioned any woman victim of departmental policy in a manner that would suggest
that she is a statistic but pointed to the incongruities in the presentation of both reports and
of course the fact that the Dept of Heath and children does not include an operating link to
the OECD website:- http://www.oecd.org- it instead offers a spin and an intepretation of the figures
that treats people like eejits (and thats just offensive)

Despite spending close to the O.E.C.D. average on health (8.8% of G.N.P.) deaths from breast cancer in Ireland are higher than all but two other countries. This shows the incompetence of Mary Harney and the H.S.E.

The above press release from the DOHC is them doing what they are good at-spinning and making excuses. How can you solve a problem you won't admit exsists?
Another reading of the press release could be that they are satsified with the current state of play here. And that would not be a surprise.

At the base of the page, there are two press releases dated 14/11/07 and 15/11/07 which
comprise the pre-budget submissions by the unions in relation to cancer care services
and maintaining the current centres until the new 'Drumm Centres of Excellence' are instituted.

The pre-budget submission from the biggest operating nurses union in the country, like the
boards of management at Public hospitals want assurances that adequate services are in place
before amalgamation and or 'centres of excellence'- unsurprising really, afterall, those assurances
have been absent and women in the north-west from sligo, through Mayo and Donegal will
have to travel for treatment, whilst women in the midlands are being forced to go to the mater.

Maybe DOHC will issue a response to the submission, who knows?
