A public inquiry would be able to make a clear ruling on what exactly happened.

In all cases of death in custody (or where ciircumstances of death involve periods of custody) an independent public inquiry should be mandatory.

The police have nothing to fear and a lot to gain from openness and transparency in cases where they are responsible for people who lose their lives.
