Just got the text of this leaflet that is being distributed by the Anti Bin Tax campaign in the Dublin City Council area.

CAMPAIGN AGAINST THE BIN TAX
KEEP UP NON-PAYMENT

Don't pay the bin charges

Once again Dublin City Council have issued bills for 2002 plus the arrears from 2001. And a number of households have been threatened with legal action if they don't pay within seven days.
The Campaign Against the Bin Tax is urging people to ignore these bills and threats and refuse to pay the bin charges.

The majority of households in Dublin City have refused to pay the bin charges.

Remember this is a form of unjust double taxation. PAYE workers are already paying for this service through our taxes. Last year £7.16 billion was paid over by PAYE workers. £6.21 billion was paid over in VAT. But the Government gave big business ?329 reduction in corporation tax. And where are the threats of legal action against the Ansbacher account holders who deliberately dodged paying taxes to the tune of £500 million? There is clearly one law for the rich and another law for the rest of us in this country.

If the Councils get away with charging for the bins then the costs will go up and up each year. That is what has happened in Sligo, for example where the charges have gone up to over 400 euro this year.

Government Lies:
The government is claiming that the bin charge is a green tax and so should be supported. But this government is not really serious about the environment.

In fact, instead of recycling facilities, this government is pushing incinerators as the solution to the waste crisis. And they have stood by while the only glass recycling plant, the IGB in Ringsend, was shut down with no redundancy payments made to the workers.

The real reason for the bin charges is to make waste collection a profitable industry that can then be privatised - this has happened in almost every other council area after charges were introduced. Privatisation will mean job losses, an end to the waiver schemes, and ever-increasing bills.

THOUSANDS HAVE REFUSED TO PAY

There is a massive response to the Campaign Against the Bin Tax. The City Thousands of households have not paid a penny. Some have part paid a small amount and more have been granted waivers. There are anti bin tax campaigns in Dun Laoghaire, Fingal and South Dublin Council areas. And these campaigns have linked up with Cork, Drogheda, Galway, Sligo and Offaly where campaigns have been formed.

Join the campaign against the bin tax
The campaign is asking each household to sign up to your local group. Membership costs ?6 per household (?3 for low income families) Being a member means that you are part of a huge network that organises people to fight the bin tax. It also means you will be entitled to legal representation if you are taken to court. That is why we are collecting a membership fee, to build a massive legal defense fund. The City Council are trying to intimate people into paying by threats of legal action. But they cannot take us all to Court. We need a mass well organised campaign that can legally defend people and mount mass protests if they try to single out any individual.

I would urge all people that are serious about taking on capitalism and privatisation to get involved in the Bin Tax campaign in their area. The introduction of the Bin Charges in Dublin is about the privatisation of the service, this will result in loss of jobs and a setback for the environment.

SO get active on this local issue if you are seriously against the privatisation agenda

I am quite sure that many of the people who oppose the Bin Tax
also oppose the push for incinerators. It might be
worth trying to get an Anti-Incinerator campaign going
in Dublin and to link the two.
