Parts One and Two: The Enforcer and Education.


Ex- Dublin city manager John Fitzgerald, who may be remembered in the Fair City as
the bureaucrat appointed by FF to oversee the estimates and ensure the liquidation
of local 'democracy' in the absence of agreement on the annual estimates..... has been
appointed to bring back 'Law and order' to the environs of Limerick city.
Including, it seems Moyross, it is presumed that the man with the plan- (unelected again)
will co-ordinate activites of the various services to maintain enough discipline to get
FF through an election......Yippeeee


FF/PD brought about the Local Government Bill, a cupla years ago which made the councils
responsible for the wage slips of employees. abolished the dual mandate, did not look
at the possibility of directly elected mayors and appointed a bureaucrat to ensure compliance.

All went swimmingly by all accounts.
People went to prison for refusing to pay waste charges.
Every year bets were taken on whether the council would be abolished in the absence of agreement,
therby allowing Fitzgerald (the enforcer) to gain control of the council for the
Government and run it for the cronies.

He has since left that little job and has been employed in the non-mandated
position of enforcer/co-ordinator of the return to power of the FF nexus in the South
yes! 9mm Willy has a new friend. The schoolyard bully will take care of him and ensure
everything is grand until after an election and a historic third term for FF.

Willie won't need the gun anymore to prove phallic ability.

Meanwhile Ms Hanafin- after a huge underspend on state schools, and a reign of
underwhelming decrepitude is applying for re-election on the basis of appointing
80 liasion officers.

Whoop de Doo- what will Dempsey do in Meath?

Rossport /Erris can't vote that fucker out .

Please note that all fraudulent election tactics come with a disclaimer-
They are for a short period to discomfit the voter and when its over the Thatcherite
robbing and grabbing will continue.

This a guaranteed vote grabber. We facilitate a war in Iraq (irish ignore-we need the oil)
we refuse to condemn the war in the Lebanon .

The Dept of Health sent unused hospital beds to the Lebanon two weeks ago.
Today 120 Irish soldiers will go to the Leb with some Finnish to tidy up the mess.

The outrage was due to the pro-Bush Israeli regime securing borders
(this part of the road-map accomplished by allies of the US/UK nexus)

Mr Willie is a bit afraid of cluster 'bomblets' but ye can see he's breaking his ass
to look good for the election, he is not adverse to his wrinkliness being seen
next to the big soldiers or John fitzgerald- he is not even adverse to the gun
as a phallic extension.

This can be accomplished in simple steps.
1. As mentioned above:- appoint a bureaucrat to have the power to dissolve the council
if the estimates are agreed.

2. Privatise the Transport system: this is a Thatcherite manouevre and is easily accomplished.

a). Set up the DTA (Dublin Transport Authority- which is part of Transport 21 (a Cullen initiative)
The authority will be responsible for all 'surface' transport:- it cannot over-ride the democratically
elected council in relation to planning, but the council must apply to it in relation to
development and planning. It's shortspeak for corporate and private interests having
a say in the citizen's right to public transport. CF, Cullen's other plans;- E-Voting and The
Critical Infrastructure Board, both failed to see the light of day-though he does try awfully hard.
b) Ensure ,as ever that the rights of the companies queuing up to privatise our transport
services are placed above the rights of the workers in the public sector and that the
DTA only includes 'surface' transport- the big bucks going into the Metro plan and
accquisiton of lands/CPO's.

3.Ensure that the wages bill in the councils is incredibly high, therby ensuring that
members of the council are kept busy balancing the budget and arguing about shortfalls
thereby not noticing the gradual erosion of rights to members and the transferring of those same
rights in the form of money /privatisation to the crony lobby.

Always present privatisation as a necessary part of progress- this can be accomplished
through swish glossy packaging and media junketting, which is very popular with the
downtrodden dublin journalist who has nothing better to do on a thursday afternoon.
