"the granting procedures are slow"

The area of Europe's Black Sea coast has been hit by extreme storms in the last 36 hours, with 6 officially reported dead in rumania, and 25 deaths
in the last week in Bulgaria. North Eastern Bulgaria is in a state of emergency.

At the moment the coast from the ports of Constanta and Varna ( in both Romania and Bulgaria) are flooded. This area represents key installation interests for eastern Europe energy and import concerns.

Bulgaria is meeting the EU & /EC to discuss its full entry process. The previous summer 2005 floods which caused 8,727 houses, 20,277 households, 162 institutions, 56,171 hectares of agricultural land and 8,635 wells. and infrastructure damaged included 1,688 bridges and small bridges, 2,106 km of roads, 29 hydro-technical constructions, electrical, phone networks and 566 power converting stations are not on the agenda.

Flood surges from the last 24 hour rains are being felt inland along the Danube estuary.

Bulgaria has officially lost 25 citizens many of them elderly and thus declared yet another "state of emergency" on the Black Sea coast this week.

Worse effected are the municipalities of Kaloyanovo, five viallages in the municipality of Maritsa, the village of Surnevo in the district of Stara Zagora, as well as in Vurbitsa, Biserovo and Dolna Oryahovitsa, the district of Veliko Turnovo.

Towns and villages in the region of Sofia, Plovidv and Stara Zagora were flooded in heavy rainfalls overnight wednesday. Houses in the towns of Gabrovo and Ihtiman, central and west Bulgaria, saw rains pouring at more than 35 litres per square meter.

On 26th of august the Romania government stated the official deathtoll for flooding stood at 66 but noted the figures didn't include the deaths of 23/8/05 the worst weather felt this year. Those august floods were estimated as causing 1.5 billion euros ($1.85 billion). From the 21st of Aguust to the 23rd of August flash floods killed 13 people with water as deep as seven meters (23 feet) in Transylvania.

These extreme rainfalls have not been so far accompanied by phenomonal cyclone activity such as the 12 tornados which hit Barcelona http://www.eitb24.com/noticia_en.php?id=87801
whilst southern France was flooded less than two weeks ago.

Romania & Bulgaria are both currently awaiting full membership and privelages with the European Union, and have their migrants have suffered from prejudice and racism in the richer states of the Union. And today the EU met officially with Bulgaria's government in Sofia to iron out the fulfillment of requirements in Bulgaria’s EU accession process. “Blood, sweat and tears await us,” commented the Bulgarian minister for European Affairs Meglena Kuneva to bulgarian TV as she left for the series of meetings in Brussels, Vienna and Bratislava.

Bulgarian Minster Kuneva further added in this evenings Bulgarian TV newscast interview :-

“The granting procedures are slows, for example Slovakia received financial aid a year after the disaster hit it,”.

The Bulgarian government has told voters (((who elected it the week of the sunday papers geneology election by voting in the romanian king giggle giggle))) that promised investment in health, education and pensions and economic twiddling leading to higher wages aren't happening.

Both Romania and Bulgaria have recently sent flood personel and essential supplies to the USA to asist it in the aftermath of huricane Katrina.

Beyond the Union, the rains are being picked up as far as the Ukraine, but Moldova at the moment is just being the usual.

The Danube river has reached its highest levels in 111 years.

The states of Serbia, Romania and Bulgaria again appealing for assistance from the EU as their agriculture and economies are threatened.

but this time they are not as optimistic, their appeals for help to ward off the global crises associated with "Global Warming" made last year as New Orleans took pride of place in Western European news were after all mostly ignored....
