That is absolute rubbish.
Falun Gong is a practice, similar to yoga or tai chi. Though it is a spiritual practice, it is not a religion - it is not a movement, there is no membership. There are only practitioners. It is based on the principles of Truthfulness, Benevolence and Forbearance.
Though the Chinese government has a massive propaganda output defaming Falun Gong as a ‘cult’, there is no basis for describing it as such. Nonetheless, many Chinese people still believe it is an evil cult that engages in brainwashing. This is why the Chinese government is able to continue their persecution of Falun Gong practitioners throughout China.
That is similar to saying, "Whatever people may think of the Yorkshire ripper, some of his victims were late paying their rent"
Whatever people think of the Chinese government and its appalling human rights record, the fact is that Falun Gong is a cult which uses brain-washing techniques.
