Second U.N. Resolution on The Table

This is a copy of the draft resolution on Iraq by the United States, Great Britain and Spain will present to the U.N. Security Council on Monday. Items 1 through 11 are the preamble paragraphs of the resolution. The last two items are the operative paragraphs of the resolution.

The Security Council,

1: Recalling all of its previous relevant resolutions, in particular its resolutions 661 (1990) of August 1990, 678 (1990) of 29 November 1990, 686 (1991) of 2 March 1991, 687 (1991) of 3 April 1991, 688 (1991) of 5 April 1991, 707 (1991) of 15 August 1991, 715 (1991) of 11 October 1991, 986 (1995) of 14 April 1995, 1284 (1999) of 17 December 1991 and 1441 (2002) of 8 November 2002, and all the relevant statements of its President,

2: Recalling that in its resolution 687 (1991) the Council declared that a ceasefire would be based on acceptance of Iraq of the provisions of that resolution, including the obligations on Iraq continued therein,

3: Recalling that its resolution 1441 (2002), while acknowledging that Iraq has been and remains in material breach of its obligations, afforded Iraq a final opportunity to comply with its disarmament obligations under relevant resolutions,

4: Recalling that in its resolution 1441 (2002) the Council decided that false statements or omissions in the declaration submitted by Iraq pursuant to that resolution and failure by Iraq at any time to comply with, and co-operate with fully in the implementation of, that resolution, would constitute a further material breach,

5: Noting, in that context, that in its resolution 1441 (2002), the Council recalled that it has repeatedly warned Iraq that it will face serious consequences as a result of its continued violations of its obligations,

6: Noting that Iraq has submitted a declaration pursuant to its resolution 1441 (2002) containing false statements and omissions and has failed to comply with, and co-operate fully in the implementation of, that resolution,

7: Reaffirming the commitment of all Member States to the sovereignty and territorial integrity of Iraq, Kuwait, and the neighbouring states,

8: Mindful of its primary responsibility under the Charter of the United Nations for the maintenance of international peace and security,

9: Recognising the threat of Iraq's non-compliance with Council resolutions and proliferation of weapons of mass destruction and long-range missiles poses to international peace and security,

10: Determined to secure full compliance with its decisions and to restore international peace and security in the area,

11: Acting under Chapter VII of the Charter of the United Nations,

OP1: Decides that Iraq has failed to take the final opportunity afforded to it resolution 1441 (2002),

OP2: Decides to remain seized of the matter.

And if the US can buy and bribe enough votes on the Security Council then the war is legitimate, justified and moral according to Rabbitte, the Labour Party leader.

THE highest-ranking defector ever to turn informant on Saddam Hussein’s government told United Nations weapons inspectors in 1995 that Iraq had destroyed all its chemical and biological weapons stocks after the Gulf war.

But UN inspectors hushed up that part of Hussein Kamel’s story - which he also told to debriefers from British and United States intelligence - because they wanted to keep the pressure on Iraq to tell more.

The British Press has cast Blair and Bush as authors.

The Italian Press has modestly suggested that Mr Burlosconi with his Journalistic experience and Media know-how is probably the man behind the words.

The French Press has speculated a counter resolution to be placed before the U.N. security council. That would be very very interesting.
Castro has spoken at length (and been listened to as usual) at the World non-aligned summit of leaders. Ireland once had an opportunity to join the non-aligned block of nations. But it decided that was in our best interest.

The British media has thus decided to think about "feeding the troops" and has given many feature bytes from the Defence Ministry on how much water and food British squaddies go through.

It is considerably more than the average Iraqi.

What is most interesting is seeing the use of the Military Machine the War Machine in all its efficiency at transporting Water and Food accross the desert.

It makes one think that they could do the same to feed the hungry and thirsty with out any of that nasty killing stuff at all.
