Along the way many palms must be greased. Setting up smack/crack/vice operations all costs money you know. Where does this money come from? the public purse of course. Infiltrating anti capitalist organisations, takes money too, setting up new identities, giving people whole new personas, lifestyles, histories, jobs etc. things like this dont come cheap. Agents must be trained up to the highest standard, they must live and breath their role, in order to gain the trust of others in the infiltrated organisations. Placing agents within unions, within work places, factories etc all costs dosh.
Now, come on, "Secret agents"?

in case it wasn't clear in the article, the guy was Irish and said he was working for the Irish government.

They were only busted in 1999, although the pigs were well aware of their operations for many years, the female of the couple was training to be a probation officer!, and through her training to become a probation officer worked in youth clubs across north and west belfast, whilst still taking smack, and selling smack, presumably to young people at those youth clubs. the male of the couple was arrested for drunk driving, but continued to drive unchallenged for some time, under the influence of smack and drink, untill he was arrested for importing smack into northern ireland. Surprise, surprise he is now out of the slammer, released to continue he vital work for the intelligence services.
