agents of fhe "Policia Nacional de Espaņa" made the arrest yesterday.

Michael Gerard Rogan, 44 years old, was detained on Monday 11th of October for questioning in relation to the bombing of Thiepval Barracks in northern ireland on the 7th of October 1996 in which one British army officer James Bradwell was killed.

He is being reported in the Spanish press as also being accused of "IRA membership".

His arrest follows intensive counter terrorist measures in the Basque region of France and Spain in the last weeks.

Sinn Fein are reported as saying the man was on holidays in Tenerife where he was detained.

The UK government issued an extradition order which was implemented by the Spanish police (but notably not the Guardia Civil) for not attending a tribunal in Belfast relating to the bombing of the barracks in 1997.

The attack came after the Peace Process had brought about at complete cesation of military operations, and so is not thought to by covered by any theoretical "amnesty", however Rogan's name did appear on a list provided by Sinn Fein to the British government in 2002 of "missing republican activists" who they wished to see added to the "amnesty" list.

He has now been remanded in custody by Madrid judge Felix Gayon. and is reported as having accepted his subsequent transfer to the UK.

The attack occurred in late 1996. The IRA had called off their ceasefire in February 1996. The second ceasfire was called in July 1997. Therefore the attack took place when the IRA wasn't on ceasefire. Even if he was convicted he almost certainly would be released quickly under the Belfast Agreement.
