According to recent statements by Mohamed ElBaradei, Director-General of the International Atomic Energy Agency, the global nuclear arms control regime is under stress.
In 2005, there will be a conference reviewing the progress of the Nuclear Non-Proliferation Treaty (NPT). However, there seems little prospect of untrustworthy, totalitarian states with nuclear ambitions not developing them. Further, the possibility that terrorists might obtain nuclear weapons would seem to be increasing in magnitude, not decreasing. This is particularly alarming as terrorists are much more likely to use such horrific weapons than nation states.
