One formerly pro-death penalty governor in the US, George Ryan of Illinois, has pardoned all prisoners on death row just before leaving office. That's 167 prisoners. link: http://www.michaelmoore.com/index.php

He pardoned four death-row prisoners. The other 167 had their death sentences commuted to life behind bars.
