Dear Friends,
If Saturday's referendum is close, as many think it could be, there
will
be a big temptation for fraud by Count Centre officials, who will all
be
appointed by the Yes-side political parties.

In elections scrutineers and count officials are equally
representative of
all the political parties and keep an eye on one another. In
referendums it
is different.

In referendums people from the smaller parties often do not attend or
are
not alert enough to where fiddling can occur, if a result looks like
being
close.

The main danger is not in relation to individual referendum ballot
papers,
but WHEN BUNDLES OF YES VOTES OR NO VOTES ARE ADDED TO THE WRONG PILES.

We are informed that this can occur massively in a tight referendum
contest, unless there are people there to watch out for it.

THAT IS WHY IT IS ESSENTIAL FOR THE NO-SIDE POLITICAL PARTIES TO HAVE
THE
MAXIMUM NUMBER OF SCRUTINEERS PRESENT AT THE COUNT CENTRES TO ENSURE
AGAINST THAT.

The only people legally entitled to be there are those nominated by
bodies
registered with the statutory Referendum Commission. So far as we know,
this means the political parties and those vouched for by TDs,
Senators or
MEPs.

That is why we appeal to our Green Party and Republican friends to
ensure
that they have the maximum number of scrutineers at the referendum
Count
Centres this coming Sunday moerning and afternoon - which in Dublin
means
the two centres at the RDS.

Also that they facilitate people from the non-party No-side campaigns
to
attend by nominating them as representatives at the Count Centres if
they
are asked to do so. We ask them to be sympathetic to such requests.

The official result of the referendum will be announced in Dublin
Castle
around 5 p.m. next Sunday.

is there anyway we (the no side) can get qualified people to closely observe the electronic counts?

downloading of modules etc?

it might be worth trying to get a look at the specs & code for the software under the foi act. (if we lose!)

I'm sure your advise re: the counts is important and valid but could I take this opportunity to critise the extra publicity that you gave to Justin Barrett by associating yourself with him. You damaged the No campaign in many ways (assuming that you do not share many of his views...).

Considering that at general elections the main parties watch each other like hawks. Personation Officers and Tallymen are a normal part of the process of voting in Ireland. Why the big deal about 'outrageous slurs' on the radio news?

None of this is to say I agree with Coughlans Analysis of nice - he does have a point in the context of a referendum where the majority of Politicians are on one side on the issue

this evening at about 18:45 on rte radio 1 a government minister accused anthony coughlan of slander and vehemently accused him of insulting the honest honourable members of the counting body....he did not however directly answer the question put to him:from where he received a private e-mail..a very angry exchange....he too used the justin barret jibe....
